Position Summary
Under limited supervision, the Supervisor, Meter Operations & Maintenance is responsible and accountable for the supervision, training, direction, and safety of assigned Meter Services' staff to perform duties effectively, efficiently, and safely. The Supervisor, Meter Operations & Maintenance (O&M) is responsible to monitor all O&M activities associated with the District's metering program to include meter testing, repairs, maintenance, inventory management, contractor/plumber installed meters, and all related activities associated with other metering appurtenances to assure accurate and reliable record of customer water and gas usage. The Supervisor, Meter Operations & Maintenance is responsible for overseeing service disconnects conducted through Meter Services. Conduct quality checks; ensure work is performed accurately and per established policies and procedures; and prepare reports, performance metrics, and quality control programs.
Education

  • Required - High School Diploma or General Education Diploma (GED) and
  • Preferred - Bachelor's Degree with emphasis in Business Administration, Management, or a related field

Minimum Requirements

  • Required - Minimum of 5 years of experience in utility metering, meter maintenance, and field metering operations experience. and
  • Preferred - Minimum of 3 years of supervisory/management experience

Licenses, Certifications and/or Testing

  • Required - Have and maintain a valid driver’s license Upon Hire

Knowledge, Skills And Abilities

  • Ability to professionally and effectively supervise staff including training, coaching, developing, and disciplining.
  • Knowledge in District metering operations, maintenance, policies, and procedures.
  • Efficient written and verbal communication skills, in English, to assist internal and external customers, co-workers and management professionally, regardless of provocation.
  • Ability to work independently with effective and efficient time management skills, adaptability to ever changing priorities, meet deadlines and work well under pressure.
  • Proficiency with personal computers, tablets, and/or other electronic devices to include familiarity with, but not limited to, Microsoft Office Suite (Excel, Outlook, Word) and enterprise wide software (e.g., SAP, Work Manager, SuccessFactors, Nextraq, Click, Lemur Pro, GIS, etc.).
  • Ability to learn new or upgraded computer software as required.
  • Must understand, comply, and enforce all applicable District standards, policies, and procedures.

Essential Functions

  • Supervise, schedule, train, and evaluate the work of assigned Meter Services field and meter shop staff. Maintain established productivity metrics, identify staff development and training needs, set priorities; and improve employee performance through coaching and accountability.
  • Plan daily and weekly work to meet established objectives, performance metrics, and deadlines.
  • Prepare, administer, and maintain assigned staff’s vacation, overtime, and stand-by schedules assuring adequate staffing levels are maintained.
  • Review service orders produced through the scheduling system to ensure work orders meet appointment windows scheduled with and agreed upon by the customer.
  • Investigate and document any customer complaints received related to assigned staff. Take appropriate action to resolve complaint through training, coaching, or other effective action.
  • Ability to understand and oversee all aspects of Meter Services to include utility metering O&M, meter reading, AC/GL, service disconnects, and other essential duties performed by Meter Services.
  • Conduct site visits, field and shop, with Meter Services staff to ensure staff are working safely, have needed PPE, and are following District policies and procedures.
  • Perform daily QA/QC shop and field checks for assigned staff to ensure work is being completed to operational and maintenance standards; productivity metrics; and providing positive customer experiences.
  • Investigate and problem solve when assigned Meter Services staff experiences difficulty with work process and/or equipment; such as, but not limited to, field testing equipment, shop equipment, site conditions, safety concerns, and difficult customer situations. Aid to resolve issues in an expedited manner.
  • Serve as facilitator for the Meter Services Division Safety Committee.
  • Prepare, plan, and conduct Meter Services’ monthly safety meetings. Maintain and report related documentation.
  • Facilitate, review, and report on Meter Services vehicle and work area safety checklists.
  • Periodically review KPI’s and update as needed or as directed by the Director, Meter Services. Record and report daily productivity results for assigned staff.
  • Administer, record and report all Operator Qualifications (OQ) for the Meter Services Division.
  • Working with the Meter Services supervisory team, ensure adequate staff coverage to complete daily work and determine inclement weather decisions.
  • Fill in for other Meter Services supervisory roles as assigned.
  • Develop talent: coach and mentor employees; support employee growth and development through leadership opportunities and professional development.
  • Provide employees feedback through completion of performance appraisals and employee one-on-one meetings.
  • Manage employee unacceptable behavior, poor work performance or policy violations, including the use of discipline when appropriate.
  • Maintain financial oversight of budget or works with financial responsibility in mind.
  • Plan for attrition through awareness of separation risks, cross-training, employee development and succession planning.
  • Handle stresses related to effective completion of the above referenced responsibilities.
  • Fulfill responsibilities common to all Supervisory, Professional, and Administrative positions as stated.

Physical And Environmental Requirements

  • Combination: Work is primarily performed in an office setting amid normal conditions of dust, odors, fumes, office lighting and noises, but field/plant visits may be required when needed.
